Tax incentives for Himachal Pradesh after 2003 turned this small town on the Punjab border into the centre of the Baddi-Barotiwala-Nalagarh industrial belt, one of India's largest clusters of pharmaceutical manufacturing. Hundreds of formulation plants, many making medicines on contract for other brands, sit alongside FMCG, cosmetics, packaging, textile and electrical units, drawing workers from across northern India.
